    The jurisdiction includes Shaanxi Province, Gansu Province, Ningxia Province, Qinghai Province, and Xijiang Autonomous Region. Shaanxi, Gansu, and Ningxia provinces are the areas of influence of the Northwest Army and the Chinese Communist Party.
