    In fact, this Fulton system is not very advanced.  It was first developed by Robert Edison Fulton, Jr. for the CIA in the early 1950s.  The system evolved from a similar system used by the U.S. and British armies during World War II.

    As early as 1958, the Fulton Airborne Recovery System, or "Skyhook", had taken shape.  The ground portion of the system consists of a backpack for easy airdrop, which contains the necessary equipment for recovery: a harness, a 500-foot-long high-strength nylon braided line connected to the harness, a portable helium inflatable bottle, and a balloon that can be quickly inflated.  After that, the balloon will straighten the rope after it floats, making it easier for the aircraft to hook the target.

    In the aerial part of the system, a 30-foot-long V-shaped frame with a 70-degree angle will be installed on the nose of the aircraft. When recovering, the aircraft will fly straight towards the floating rope. After the mission was completed, they used Fulton to  Newton system returns.  This is already a thing of the past during the Cold War, so the Fulton system is already a very mature technology.  It is a system that can receive people on the ground in the air without the need for the aircraft to land.  It's just that this type of system is mostly used for special operations by one or two people and cannot be used in large-scale operations.
