    The National Transitional Council, which took power with the support of Western powers, was forced to use the then-plentiful state treasury funds to pay for the militias responsible for counter-insurgency work.  The types of salaries they were paid triggered a huge increase in the number of "revolutionaries".  Countless people are being held in militia prisons in Libya.

    Lawlessness has its benefits¡ªthe absence of repressive institutions¡ªbut these benefits are losing appeal.  Tripoli is no longer the capital of an authoritarian state.  There is no fear of being spied on by intelligence agents or arbitrarily arrested by the secret police.  Instead there's no telling who actually controls the streets on any given day, the constant threat of kidnapping, rumors of impending fights, and the common knowledge that violence can happen at any time.

    Even if Lin Rui and others were fully armed, no one would come to ask questions while driving on the street.  Although everyone was wary of them, no one dared to ask, even the military police and militiamen just pretended not to see them.  They just receive a salary, and no one wants to cause trouble and provoke these people who look like mercenary organizations.

    The car stopped in an alley in the city.
