    After the founding of the city, Qiqihar's handicraft industry and commerce developed rapidly, and it soon became the largest city within the jurisdiction of Heilongjiang General.

    Before the end of the Qing Dynasty, Qiqihar had always been the most developed city in Heilongjiang. However, with the construction of the Middle East Railway in the late Qing Dynasty and the beginning of the Republic of China, Harbin and other cities along the railway rose rapidly. Qiqihar lost development opportunities and its economy began to decline.

    In the initial planning of the Middle East Railway, it was to pass through Qiqihar, but the Russians had their own calculations. They believed that it was better to develop their own new cities than to let Chinese cities prosper. Therefore, the route was changed.     At present, Qiqihar is not only the capital city of the Puppet Longjiang Province, but also the most important military town of the Japanese army in the northwest region of the Puppet Manchuria.
