Regarding the central disarmament, everyone has the same mentality: the People's Army has 30 army divisions with nearly 970,000 people, and together with the Central Navy, which is directly under the jurisdiction of the government and is actually its private army, the total number of people reaches one million; in addition  There are also the newly recruited Yan, Feng, Sun, Lu and other tribes, totaling about 200,000 people, and the so-called "reserve troops" of about 80,000 people.

This is still documented, and the armed police forces of various provinces are not included.

If we want to disarm, we must first start with the disarmament of the people's armed forces!  We are just afraid that the People's Party will use disarmament as a cover and adopt a strategy of strengthening weak branches and strengthening cadres. This is a tacit concern of all parties.

Zhang Hanqing is naturally very clear about the evil intentions of all parties.  He understood it very well, because no matter which warlord side he was in, he would never complain that his side had fewer troops.  Therefore, after disarmament representatives from all parties gathered in Beijing, the People's Party quickly proposed a plan: all parties would reduce their military strength in equal proportions, so that the country would retain an overall number of one million troops.

????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????????? out of the state and uniformly provide food and salary, of course, the provincial finances are no longer allowed to have military-related expenditures.

This approach is actually very pertinent.  Because the People's Army is the largest force, in terms of absolute numbers, they will also be cut more.  The "losses" of factions with smaller numbers are also limited.

??For the old, young, border and poor provinces, the finances of the country are not sufficient. Now that the state supports them, of course they are willing¡ª¡ªalthough the number of people is smaller than before, it can save huge expenses!  Besides, the command of the army is still in their hands!  So this plan was generally accepted by all parties.

The Feng faction headed by Zhang Zuoxiang in the Disarmament Committee first stated that it would reduce the army's manpower resources by 30% in the first phase.

    Yunnan, Guizhou and Guangxi then expressed their agreement: the People's Army will cut down 9 divisions and nearly 300,000 people in proportion, which has clearly expressed the sincerity of the central government.  The economies of their three provinces are not developed, especially the two provinces of Guizhou and Yunnan each have about 100,000 troops. This is a remote area and it is more than enough to defend the province. They really do not want to bear too much military expenditure;

The Guangxi faction has a small number of people, but they have long wanted to build an elite army and increase the proportion of modern weapons such as artillery in the army.  The savings in military expenditures just fulfilled this wish, and the reduction of several thousand personnel had no significant impact on the Gui Army, which had the numerical advantage of the South China People's Army.

And Sichuan Governor Yang Sen also wanted to use this opportunity to eliminate the strength of his political opponents, so he made a promise to reduce the Sichuan Army's troops by 50,000.

How could Zhang Zuoxiang and Zhang Hanqing not know their little thoughts?  However, the People's Army had already made plans to reduce its troops, so amid the praise of the people across the country, the People's Army began to reduce its troops by 290,000 people.

Zhang Hanqing would not be stupid enough to destroy the Great Wall. Now is far from the time when swords and guns are stored in the warehouse and horses are released in Nanshan: many local forces are still there, and the country has only completed the unification of situation, but the southwestern provinces are still in the hands of warlords, and the Japanese troops in the northeast are still in the hands of warlords.  With all these factors in mind, troop reduction is not only unfeasible but also needs to be strengthened.

He first asked the "National Defense Commission" to pass the "Regulations on the Responsibilities of the National Armed Police in Peacetime", giving the Armed Police Force the power to station troops and security responsibilities in each province, so that the reduced officers and soldiers in various places can be incorporated into the Armed Police Force.

This method allowed Beijing, Tianjin, Zhili (Hebei), Henan, Hubei, Hunan, Jiangxi, Anhui, Guangdong, Jiangsu, Shanghai, Shandong, Fujian, and Zhejiang, which were later controlled by the People's Army, plus the newly entered Shanxi Communist Party  15 provinces and cities accommodate 300,000 non-staff personnel.

In a word, the number of "retired soldiers" that these places will absorb is more than the number of people who will retire, but the name is no longer the People's Army.

This is because after taking control of various places, many miscellaneous armies were mixed, and we just took this opportunity to eliminate some old soldiers and oily soldiers.  In addition, by strengthening the armed police force, local areas were effectively controlled, and the remaining army was completely separated from local garrison tasks and truly became the national defense force.

The reduced structures and skeletons of each division are still retained, and the remaining key officers go to various military academies for rotational training, which can be regarded as reserve strength for national defense.

After entering Xinjiang, the Northwest People's Army, together with the previously established "Xinjiang Construction Corps", was reorganized into a larger team entering Xinjiang to strengthen the country's control over the northwest and to support troops with troops.

Different from a few years ago, the "Construction Corps" at this time has controlled all parts of Xinjiang and major cities, and has built more than a dozen new corps cities in northern and southern Xinjiang, such as Shihezi (later becoming the second largest city in Xinjiang)  ), Wujiaqu City, Alar, etc.  For the Lanzhou-Xinjiang Railway under construction, a "railway corps" was established to manage the construction with troops. This method can absorb more than 100,000 redundant people.

The same method has also been applied to Northeast China.

Zhang Hanqing established the "Beidahuang Construction Corps" to go deep into the northernmost part of the Northeast and the Heilongjiang River Basin, and placed some of the eliminated officers and soldiers there to cultivate land during peacetime. In wartime, they can quickly turn industry and agriculture into soldiers to support the Northeast.War situation - of course, he still regards Japan as the biggest imaginary enemy in his heart. The troop reduction in the pass is in full swing, but the six permanent divisions stationed in the Northeast Base Camp have not moved at all.

Mongolia has also formed a construction corps, but its main force is Mongolian and Han people from Suiyuan, Chahar, Rehe and other places. It is led by some People's Army officers who have retired or are about to retire due to their age.

After the restrictions on immigration from the mainland were lifted, no less than 100,000 people poured into this vast and sparsely populated northern barrier within a year to reclaim wasteland and mine.  What the central government has done is to organize these people into major state-owned farms and mines to carry out organized production.

Then the disarmament began. Except for the five main divisions of the People's Army, which remained stationary, each of the other divisions went to an average of one brigade and were reorganized into the armed police force. They just changed the designation, changed the uniforms, and left the artillery regiment.

Some of the elite troops were also cut, but they were incorporated into the Bohai Fleet, Yangtze River Fleet, and South China Fleet as marine forces to enrich the naval force.  While the Bohai and Yangtze fleets originally had a marine brigade, the third and fourth marine brigades were formed, respectively belonging to the South China Fleet and the Bohai Fleet, to consolidate the capital's defense circle.

The other part is organized into 4 aviation regiments and is under the jurisdiction of the newly established aviation group (the commander is Liu Zuocheng).

However, Zhang Hanqing still felt that the country's military strength was too small and could not meet the needs of the situation.  In order to reduce the number of personnel without reducing firepower, five heavy artillery regiments directly under the National Defense Commission have been established. They are planned to be equipped with newly produced 105mm howitzers and cannons as the main battle firepower of the military level.  Later, these artillery regiments successively equipped the 1st, 4th, 27th, 28th, and 29th divisions of the elite troops of the People's Army.

In a word, these 290,000 infantrymen are quite a lot. They are just converted from the army to the police or to be armed with hoe, and they do not occupy the national defense establishment.  In peacetime, the army is converted to civilians, and in wartime, civilians are converted to military forces.  However, the proportion of other arms is increasing, and the combat effectiveness of the People's Army has not decreased but increased.

Not only that, there are 20,000 more people in the navy and air force. However, everyone thinks that the navy is weak, and the existing warlords of Sichuan, Yunnan, Guangxi, and Guizhou are all in the southwest inland and do not know the situation at sea.  (Remember the website address: www.hlnovel.com
