    However, economic improvement does not necessarily lead to military progress.     The 23rd Division under Ding Chao's command is stationed in Shenyang.

    The Northeast Marine Special Operations Brigade (increased to a mixed brigade-level establishment) where Ji Yiqiao works part-time and the Guard Division led by Guo Songling are both stationed in Shenyang.  The three newly-established division-level troops are responsible for the security duties of Feng, Ji, and Hei, respectively, and are being reorganized in an orderly manner.

    Out of the 12 standard divisions in the Republic of China, Zhang Zuolin controlled 3; among the 40 or 50 central and local divisions in the country, Zhang Zuolin lived alone in 8, becoming a new generation of powerful dignitaries at that time.  When the dignitaries in the Beiyang government were plotting against each other for their own benefit, he concurrently served as the chairman of the "Autonomous Committee of the Three Northeastern Provinces" as the patrol envoy of the three northeastern provinces and the governor of Liaoning.
