Within the Pass, under the organization of Yang Du, Liang Shiyi and others, the so-called "National Voluntary Federation" submitted three petitions to the Political Council, asking the Council to "cut out the redundant and simplify it", "set up another agency to solicit public opinion" and "determine the state system".  , and consolidate the foundation of the country."

With no other choice, on October 6, the Senate decided not to convene the National Assembly, but instead to "select national representatives based on the primary candidates of the National Assembly, form the National Congress, and decide on the state system."

Two days later, the "Election Law of the National Congress" was announced, which meant that all legal procedures for convening the election of the "Emperor" were in place.  So, on October 10, which was the National Day of the Republic of China, Yuan Shikai came out and said that he was waiting for the people to solve the national system problem: "This president is entrusted by the people to save the country and the people as his own responsibility. What the people like and dislike will do.  The only way to make good use of competition is to abide by the "Covenant", take the people as the main body, and ensure that the correct public opinion of the majority of the country is obtained to determine compliance."

Yuan Shikai¡¯s meaning is very obvious, that is, he follows public opinion. Once public opinion wants him to be emperor, he will become emperor.  Then, the most important thing is to convene a congress for "election".  If this had not happened in history, Zhang Hanqing would have no doubt that Lao Yuan¡¯s methods were the same as those of time-travelers:

First of all, the representatives participating in the conference were not elected by each province at all, but were selected by Yuan Shikai himself.  Only a few provinces can customize it, but in the end it all has to be considered reliable by Yuan Shikai.  Each of these selected representatives was given 500 yuan by Yuan Shikai as Sichuan capital and public funds.  This is obviously taking money to buy votes!

Secondly, this conference was not held centrally in Beijing, but was held separately in each province under the supervision of provincial generals and governors.  The votes are then brought to Beijing for counting.

It seems that the whole country is singing praises for Lao Yuan's proclaimed emperor, but this is not the case.

On the surface, the person who can¡¯t stand Lao Yuan proclaiming the emperor the most is probably Li Yuanhong. Others may follow suit. He is Lao Yuan¡¯s vice president. Lao Yuan proclaims himself emperor. What is he?  Vice emperor?  No country in the world has had this title in history.  However, Lao Yuan also grasped his weakness of being afraid of getting into trouble. His nickname "Captain Under the Bed" perfectly highlighted his background.

When the Revolution of 1911 broke out, the Hubei New Army uprising in Wuchang, and it took a short time to capture the three towns of Wuhan (Wuchang, Hankou, and Hanyang) and establish the Hubei Military Government.  So who will be the leader?  Some people say that there is no need to say Sun Yat-sen.  But Sun Yat-sen couldn't come, why?  It is written in the history textbook that Sun Yat-sen cannot come back from abroad.  In fact, that's not entirely true. He was the most wanted political prisoner in the Qing Dynasty at that time, and he would be killed if caught.  Moreover, the revolution is only happening here in Hubei at this time. It is hard to say what will happen in the future. It is impossible for him to come back and directly lead the revolution.

So who comes up next?  Talk about Huang Xing and the others?  That won't work. After all, they are from outside. If the military government in Hubei wants to be able to stand, it will only rely on outsiders. Some local people will be dissatisfied and unstable.  Therefore, there were very different opinions within the Revolutionary Party at that time.  At this time, it was recognized by everyone that we had to find someone who could be controlled in Hubei.  Who do you think of?  Thinking of Li Yuanhong.  As a famous general in Lianghu, Li Yuanhong's influence in the military circle cannot be ignored.  If he were to serve as the governor, various places would surely follow suit and respond to the revolution.  By that time, the whole country will form a vigorous momentum, and the overthrow of the Qing Dynasty will be just around the corner.

In this way, the revolutionaries went to invite Li Yuanhong.  Li Yuanhong didn't want to touch this at all at that time. He couldn't stand the corruption and incompetence of the Qing government and allowed the world's powers to carve up China, but he didn't have the guts to let him rebel.  Therefore, when the Revolutionary Party invited him, he could not shirk it in every possible way.  Forced to no avail, the revolutionaries went to his house in large numbers with guns, telling them to come out even if they said they wanted to, or even if they didn't.  Li Yuanhong was so frightened that he hid under the bed in his third concubine's room, but was dragged out from under the bed by the revolutionaries.  This is how the title of "Captain Under the Bed" came to be.

Li Yuanhong said, "Don't harm me. I don't want to do this." In the end, the revolutionaries got angry and said, "If you don't go, we will kill you."  In the end, Li Yuanhong had no choice but to be kidnapped and taken outside the Hubei Military Government.  Seeing the military flags fluttering, the ribbons fluttering, the altar erected, and the soldiers below all kneeling down to worship, Li Yuanhong had no choice but to become the governor of the Hubei Military Government and the leader of the revolutionary army at that time.

In 1912, when the Republic of China was established, Sun Yat-sen became the interim president, and Li Yuanhong became the military governor of Hubei.  We learned later that Yuan Shikai used his own methods to force Sun Yat-sen to give up the position of president.  On October 6, 1913, Yuan Shikai became president in Shanghai, and Li Yuanhong became vice president as a matter of course.  However, he settled in Hubei.  And Yuan Shikai thought, this?Yuanhong is not one of our own, is it convenient to use this?  He felt that Li Yuanhong was a serious problem, and he thought he was Sun Yat-sen's man.  Therefore, in October 1913, Duan Qirui was sent to Wuhan, and in the name of "negotiating important political matters", he deceived Li Yuanhong into Beijing and placed him under house arrest in Yingtai.  Then he began to win over him and let his son marry Li Yuanhong's daughter, and the two families became a family of sons and daughters.

It was a hard move to deal with Li Yuanhong, who was in charge but not powerful; but another move was used to deal with Feng Guozhang, his confidant and an important member of the Communist Party's team, but it was a defeat.

When Feng Guozhang learned that the Yuan family and his son were planning an imperial system in Beijing, he was very surprised.  After discussing with Mrs. Zhou, we decided to go to Beijing to learn the inside story, so we went to Beijing to visit Yuan in person in June of that year.  Feng asked: "There is a rumor that the president wants to change the monarchy. Is it true?" Yuan replied: "Hua Fu, you and I are all members of our own family. I might as well explain to you what I am thinking. The pioneers in history were only a few years old.  50. I am nearly 60 years old. My hair on my temples is all white and my energy is not as good as before. Anyone who wants to be an emperor must have a good son and a good foundation. My eldest son, Ke Ding, has a foot problem and is a useless lame.  The second son Kewen just wants to be a famous man, and the third and fourth sons are all playboys, let alone promising. If I become emperor, which one will be my heir? In the future, it will only bring disaster, but no good." What else could he say?  He has bought a house in London, England. If the Chinese people force him to become emperor, he will go to England to live in an apartment.  When Feng saw Yuan Shikai's vow, he believed it.

However, while Yuan was "swearing to the sky and arguing that he had nothing to do", his cronies were actively preparing for an imperial system.  After Feng returned to Nanjing, the Beijing "Security Preparatory Committee" openly advocated the restoration of the imperial system. Feng Guozhang did not dare not believe it or fully believe it, so he had to send a secret message to Zhang Yimo, director of the Confidential Bureau of the Presidential Palace who opposed the imperial system, and soon got the answer: "There is a reason for everything."  "Answer.  Feng Guozhang felt deeply cheated and said angrily: "How can he regard us as his own? His work is really not bad!" From then on, the conflict between Feng Guozhang and the Yuan family gradually intensified.

In addition to Duan Qirui who has resigned, several Beiyang generals are opposed to Yuan Yuan's proclaiming emperor. This is a great regret for Yuan Shikai.  (Remember the website address: www.hlnovel.com
